Polka-dot's Mom is battling a serious illness and to gain courage Penelope “Polka-dot” enters the “Cops for Kids” program where she helps out at the Police Kennel.

Cooper is a hard-nosed K-9 cop who has recently broken up with his fiancé, Samantha, and is charmed by Polka-dot, the young ragamuffin while working at the kennel.

When Cooper finally learns the truth about Polka-dot, he confides in Samantha who is charmed by the deeply felt concern Cooper shows.
